Idō while having spent his time in Kirigakure had been listening to a conversation of the various possibilities with water techniques between two Kirigakure Shinobi. One had then gone on to tell a story about an ability used on one of his friends from leaf one day. Apparently the user had used a water technique similar to syrup of some sort. He went on to explain how users became stuck in it.
Idō being the genius that he was, became alittle intrigued. He decided he would attempt to learn this jutsu to. Being smart he sat down and thought of all the possible ways. He finally supposed the easiest way to perform this technique was to change the viscosity of the chakra when using the water, to make it like a syrup. He went back and asked the man if he remembered his friend, when he told him the story, if any hand seals were performed. The man said he definitely remembered his friend saying something about the ram handseal, and he was pretty sure it came first.
So Idō for a long time worked on changing his chakra to the viscosity levels needed. He worked hard and long until he thought what he had was the right mix. Then he practiced the hand seals. He performed each and every hand seal in combination with the ram. It took several days, as the results from the failed hand seal combination often ended in backfiring, and a great deal of mess in which he had to be pulled out of several times.
Finally he got the combination right. Next all he needed was to combine his water element when using it and the jutsu would be complete. This didn't take him as long, being a genius. He quickly picked up on it and before long he had the end product. He trained with the jutsu for several more days, just for good measure. It wasn't until later that he discovered a simple solution to keep himself from getting stuck would be to apply chakra to his feet, like water walking basically.
